大神，两个小小的请求

知道大神一直都很辛苦，不忍提一些要求。但我们宿舍是代加帐号验证上网的，有一些限制，不得不向大神两个小请求：
1，可以以 7z 格式发布 .net订票助手么？我们宿舍不能下 rar 格式的
2，代理环境下，IP切换工具不可用，能让它也支持代理么？

实在没有办法，我也不懂这方面的技术，在此有劳大神了！
